Richard E. Norton
Richard E. Norton, Executive Vice President, is responsible for all NBSP activities supporting testing,
research, evaluation, deployment assistance, and consulting services provided to private sector companies
and civilian government agencies. In this capacity Mr. Norton directs the resources of NBSP to meet the
operational objectives of the organization as set out by the Chief Executive Officer.
Mr. Norton was formerly the Executive Director of the International Biometric Industry Association, the trade
group that he co-founded in 1998 to represent the collective interests of manufacturers, integrators and end
users of biometrics. Mr. Norton previously served as an officer, manager and senior executive at the U.S
Immigration & Naturalization Service where he headed multilateral international working groups of senior
government representatives to automate passenger security processes, counteract document fraud, and expedite
travelers; led agency's joint programs with other agencies, private bar and community representatives
during a nineteen-year career. As Managing Director, Air Transport Association of America, Washington, DC
he led the design and implementation of automated passenger check-in, screening and inspection programs in
behalf of the airline industry; led industry research on anti-fraud and anti-counterfeiting technologies,
and on the use of biometrics for international travelers.
He received his Bachelor of Arts, summa cum laude, in Political Science from the University of Texas.
